The passing lane is more colloquially called the "fast lane."

Most people think they drive fast, and therefore choose to drive in the passing lane.

I know lots of drivers that are completely oblivious when they drive. People must think that they're passive aggressive but having sat next to them I know that they just don't think all that much about what they're doing.

It's not an issue for me. I drive slow most times. But if I'm in a hurry I go around them. Rarely get upset by other drivers anymore.

Or texting.
Or both.

Any Altima, Charger, or Lexus....expect them to do something stupid.
