Finally, and this is probably the most alarming part - The IRS essentially makes shite up and you have to comply. If they don't feel like working with you then you are fricked and have to do as they say. As they operate today they ARE the law.
Anyone who's dealt with the IRS or an audit probably knows what i'm talking about. If the particular agent feels like being unreasonable you are at their mercy. They are NOT an org that you want to get more power.
This isn't for going after rich people. rich people are the ones who write tax laws.

I out myself enough on this board as it is, just google 'IRS horror story' and you'll find some truly fricked up shite both recent and from decades ago. If they assert something, you basically have to go to legal war with them. They won't say 'oops we see the mistake you're talking about we'll fix it!' at least I have never had that fortune.

So even though he paid sales tax on the cards when he bought them, he should still have to pay income tax when/if he sold the same cards?
ETA: I’m not saying you are wrong by the letter of the law. I just think it’s ridiculous that the government can tax you at every step of the way and get away with it.

Sales tax is a state tax, the IRS administers federal income tax. Take that up with your state.
