No, they are private companies not government-owned*. Just because an industry is regulated by a government entity does not make it not private nor does it make the property it owns, rents, or leases not private. By that definition, a huge number of businesses would be "not private" since OSHA regulates them.
BOA is a publicly-traded company but that is a different classification.

I watched that this morning. She was in a private business that requires them. She didn’t comply. The officer asked her nicely to leave and she refused. Then resisted efforts to escort her out and then arrest her. She could have avoided all of this.
I get people don’t like the masks. But business can require you to wear them. They can require you to wear leather chaps and a cowboy hat. You can refuse to do business there if you think their request is unreasonable. See how it works. Nothing she needed from that bank can’t be done online.
