The Galveston code she was in violation of:
Sec. 24-9. - Unlawful intruding on premises.
It shall be unlawful for a person to enter or remain upon the premises of another without the effective consent of the owner or occupier of the premises. A violation of this section shall be a class C misdemeanor and upon conviction shall be punishable by a fine not to exceed five hundred dollars ($500.00).

So in your, the officer had no right to enforce this, as she clearly broke the law in his presence shown on his body cam.

To those that keep mentioning state law or the Governor's lifts of the mandate this is from the EO so can we just end that discussion now.

If those terms upon which the foundation was laid then I would agree.
But when businesses occupy physical space, they are typically zoned in with due regard given to traffic, etc.
An example of what I'm getting at is that if H-E-B wants to build a grocery store at the corner of Fry and Grand Parkway, then there will be agreement that so many parking spaces will be provided. This accounts for traffic concerns.
If thus, should H-E-B be allowed to unilaterally mandate that only electric cars can park in their parking spaces?
IMO, no. Even if the feds trumpet the virtues of so-called green energy and the dangers of fossil fuels.
