I’ve been a bigger version of that bathroom in a restaurant in Memorial City. It had group handwashing in the middle of the room when you were done.

Modern architecture is meant to break the human spirit. I'm not surprised the ghouls in charge of critiquing it chose to award this place.

The 3.8 mil includes developing the manufacturing templates for producing more of these cheaply. The city just awarded a 4 mil contract for 35 modular restrooms in other parks. So each new modular restroom will cost about $115,000 compared to a typical cost of 2 mil.

ETA: I don't see what manufacturing templates are needed? It seems like straight construction (maybe for the framing?)... Anyway...

If they can tear down an old restroom and drop a modular one down in a matter of weeks, that may justify the initial cost for engineering/design.

Still, they used SharkBite fittings on all the plumbing connections. Although they work well without leaking, those are somewhat expensive.
