You cannot use DNA to identify a suspect unless they are already in a database. Unless the suspect had prior military service, or committed a previous crime any DNA found in the package is useless until they have a suspect.

Just left the house of a friend of mine in Houston and he called the cops to come pick up a couple of packages that he and his wife did not recognize.
The operator was like how long has it been there, he said since 3:30 and she said yeaaaaaah then it's probably safe
. They picked it up, I'll see if they follow up tomorrow.
