There is a similar trail along Mud Island in Memphis. I remember it having very nice views of the river and the bridge.
The trail head and parking area flooded once when I was there.

Houston parks were designed to survive massive flooding - benches, bridges, even the lights. They get to work cleaning it up immediately. It's happened at least once a year for the last 3 years.
Baton Rouge should plan for the same.

The idea was too big and is Kip's one indisputable black-eye of his administration. Everyone agreed he bombed it. Was called Downtown/Audubon Alive. He tried to lump in massive park/aquarium project with a much-needed parish tax that would have synced lights on every major artery Plank/Perkins/Airline/Florida/Sherwood/etc around the city. It failed miserably.
Anyhoots. The studies have been done. The park will work and will be a good idea. Arsenal Park and the Capitol Gardens are not dangerous for kids/pets walking around. Won't be any different over there except a mo wider and mo opener green space on the river.

Fa sho. The park idea was floated around before Kip too. There were plans ~05-07 to develop that same space into a MUD like a Perkins Rowe. Forget that project name but it went bye-bye with market bust of 08 and never got off the ground. Then Downtown/Audubon Alive failed shortly after.
This more realistic park design will be a great addition to downtown if built/managed efficiently by BREC. I can see it being incorporated into most downtown events/parades/races
