Japanese people are kind of sketchy. I trust them with no weapons.

You are aware Japanese folks, as a whole, are the most trustworthy, helpful, and least criminal of all?
This stabbing just doesn't fit the Japanese narrative. But I guess you may have your outliers, but I also sort of expect this to be a non Japanese to have committed this crime.
As far as the American bases being close to this crime scene,there are some bases in the area, but do realize that this community is amongst the Tokyo - Yokohama area which has a total population of maybe 40 million.
