Turn it over to your insurance company, they will be able to find the guy and they have a financial in doing so.

I'm glad your daughter and passenger were not injured. I don't think the police officers are going to much, first paperwork, tracking down some random car and lack of staff.
Just chalk it up as a life lesson and move on.

The police can easily search a license plate and see if it matches the description given by your daughter. That would at least identify the vehicle’s registered owner and lead to the insurer, if any. Once the vehicle is located, it can be inspected for damage. Identifying the operator may be more difficult, but since your daughter seems to have seen and heard him speak, she can probably id him if she sees him again.

Post the plate number, description of the vehicle, description of the driver and any other sort of identifying evidence
Also post the cops name who apparently isn’t concerned with finding out what POS is going around potentially harming our kids, put a little pressure on them.
This is what the OT is best at. We are the screws, a city full of eyes and ears and noses that can sleuth and do the job the police can’t or won’t.
I bet if you give the OT what you need we can hunt this dog down.
