There was a similar incident at The BR General a few weeks before and another gang banger was arrested at the Lake a few days later when a gun in his waste band was noticed.

If the victim only says she thinks he had a gun, but they don’t recover an actual gun (to prove it was actually a firearm), can they charge him with possession or use of a firearm?

Ask the jail guards and they'll confirm this. The few that I've talked to have all said that they'd rather work at Angola over the juvenile detention center.
