He simply did not. If anything has been proven since his departure it's that Loomis has been steering that ship for a long time. When Payton left it was a perfect demarcation line for a rebuild. Instead they double down on kicking the can down the road.
The biggest question is did Payton want to rebuild sooner and his advice wasn't taken so he left, or did he just didn't want to go through another long rebuild?

We don’t know this yet. Everything was looking awesome in his Year 2 with the Saints. The problem was the team couldn’t accept the window was shut. Will Denver spend recklessly to allow him to try and keep that window open; or will they force him to work within reasonable limitations and don’t mortgage the future for “that 1 last player”

Great point. We will never get the answer to this, but its similar to what happened in NE when Belichick wanted to keep Jimmy G around and move on from Brady. Ownership overruled him, shipped off Jimmy G (which was the right move), then Brady leaves a 3-4 years later and wins a SB in TB. NE still looking for that QB, and Belichick leaves.
Payton was largely responsible for the cap and bleak roster situations when he left. But when you go all in on a QB like Carr 2 years later, you have to stop blaming the guy that has now been gone for 3 years. They don't make that Carr move in 2023, and go with rotating vets while trying to find a rookie QB, that 2025 cap is now sitting at about $10M over (instead of $62M over), and they would be $110M under in 2026.

`I would pull for any team Sean Payton coached except if they were in the south. Sean Payton is a tremendous coach who had the Saints prepared every week. What else can you ask for? He coached a team that was simply robbed from going to a second Super Bowl, who would have played the Patriots who scored 13 against the Rams. Saints would have pounded the Pats. Denver has many victories on the way with maybe the finest coach in the business.
