Well absolutely to the first part.
As for the second part. If the options are limited to BR with 25k fans or the Dome with none, I'm not so sure they wouldn't choose BR over the Dome. Of course the best option is Dome with fans, but Destroya gonna Destroya

She called their bluff. Rather than posturing, Saints should have gotten some legislators to grab her by the balls and tell her to open the dome or she won’t get another penny of state money.

She said early in the process that she wants more money from the states CARES act funds.

Saints are definitely bluffing on playing in BR. Brees and them outdoors on grass takes away most of the offensive advantages.
