Keep Simien starting.
Need Hill as our tight end, half back, gadget player.
He can't push the ball downfield. Basically wastes Harris, Smith, and Thomas.

Not somewhat, 100% he was asked to be a game manager. He has done everything asked of him. When the time comes for a rocket throw he came make that pass.
I like Hill, I don't like him as a starting QB or as a WC QB but as a back up you could ask for more in the NFL. He plays multiple positions since you rarely need your back up QB take over that is an amazing roster spot. I think he can win some games with this team, hell any QB in the league can win some games with this team.
