He's probably vetreran insurance signed just to make sure Foster Moreau makes it through camp without any setbacks with his health. If there are no issues with Foster, JG gets cut and retires.

Why?? They don't need him now because 1) he's past his prime now and 2) he will just take catches away from Juwan and Foster and the young TE that reall needs the catches 3) Derek Carr isn't Drew Brees, Drew Brees had a connection with Graham and made him look better than he really was. So, I don't understand this signing at all when they have much more important needs at LB, DT or DE, and maybe another DB for depth purposes.

Without knowing how much he signed for, it's really hard to tell if this is a good or a bad deal.
Going way out on a limb here, but maybe they are hoping Graham can compete for a role similar to what Carr had with Waller. I think Juwan fits that role much better at this point in their respective careers, but Graham could be there to push him and have the better man win
If the team agrees with your thoughts, this signing does not keep the team from addressing any of those positions. The only thing that affects those spots is the talent in FA, and how any of those players may fit within our scheme.

I’d be very surprised if he makes the squad. His knees are evidently pretty shot.

Maybe he had injury issues last few years and is healed now. I’m sure it’s for the vet min. If he can’t cut it in training camp, he will know and just retire as a saint. No harm in the signing.
