Not sure what’s going on with LSED, but submitting documentation of work done when invoicing for payment is pretty much the most standard of standard practices. To not be able to get your biggest partner that info is pretty strange.

The state said they have provided documentation; the Saints say they haven't.
Knowing these kinds of disputes, I would guess that the Saints are requiring invoices and the state has provided something other than invoices, such as statements. Happens all the time in this kind of thing.

A pay app for a major construction project is going to include way more than an average bill. We are talking a construction schedule , payroll info, daily reports, picture proof that the work that you are billing for is actually completed, invoices, lien waivers and it’s all got to be signed off on by the project manager or a third party inspector.
Sounds like maybe The superdome Commision is running a sloppy project and is having trouble with the documentation.

The LSED is a state operation, Nothing to do with the city. The LSED is led by Robert Vosbein who is one of the most honest people I have ever met. On the other side is a team that tells fans Dennis Allen is a good coach.
