Since the final(somewhat) roster is now established, the Saints should be placing Penning on IR today right? Or do the Saints have to play game one before he can go on retrievable IR?

Probably felt Washington is the safest one to cut and bring back after week one.
Pretty standard move we do to have a cheaper player get the guaranteed money for a smaller cap hit, but then drop him to the PS and resign the vet week 2. Meachem was someone we did this with in the past, for example.

From what I understand, if they go on IR before week 1 they cannot come off.
So Penning and maybe Trequan are being carried a week before hitting IR.
