Of course it's an issue. Don't confuse the fact that we could make room with it being a non issue. Money is most certainly part of this equation.
But, when you factor in what we probably wanted to spend on a vet WR, with the future plans of the organization (Graham long term), Jordan long term, etc. and combine it with the risk that comes along with Jackson you can draw a conclusion.
Personally, I think anything over 4-5M and we pass. It would have to be that significant of a discount off of his true value were there no issues.
Personally, reading between the lines, he's going to get more than that.

I'm not saying it's a non factor. I'm saying money isn't going to be the thing that keeps us from signing him if we really want him.
Perhaps issue was a bit vague. Character is a much bigger factor with him. If we felt the value was right and the characters issues are overblown we would make room.

I just don't think you can separate the two...nor can you separate the big picture plans we have with our money.
Unless he's going for a bargain, I don't think we consider him...even with his talent. Having said that, if his value were somehow so low that he's in the 4-5M range, I think we go after him...even with the character risk.

I agree with that (in fact I explicitly agreed with it above)...but I think it's off point.
The real question is whether or not the Saints are interested. IMO, the Saints aren't interested unless they were getting Jackson at somewhere around 4-5M / yr. If I'm right, the reports that were aren't in the running are probably very accurate.

He has gang ties......that would put you in a thug category.

And to answer your statement.......there are a lot of thugs in the league today; this is due to the premium being placed on athleticism instead of intangibles
