Because forbidding a company to take part in the bid process is illegal. If Nike has the lowest bid for like and kind goods and services, by Kenner charter, they are to get the contract.

It’s still illegal. As a government you can’t forbid a US company from bidding on a contract. I thought everyone knew this.
