What else is there to do in Sacramento? The parallel here would be a street full of people doing the Who Dat chant as Saints win a playoff game. That happens. Kings have nothing really to compete with.
Also i'm suspecting the culture was already there and ready as they are only a Baton Rouge distance away from the Golden State Warriors. Fans just bandwagoned over to the local team when they won more games.

This is why I hate the "New Orleans is a basketball city" stuff on Twitter.
Yes, there is an actual basketball team in the city. That slogan is factually correct. But you're a basketball city when your stadium fills up even when you're losing. Of course it fills up when you're winning, so does every other arena. Granted, I don't blame fans for not going, but this team will always play second fiddle and not fill the arena unless they are doing good in the standings. It is what is is.
Also, the slogan should be Lock Your Doors.

Exactly. Every city supports winners, that’s not hard or unique and it’s not a culture.
True “die hard” cities mean fans are pissed when the seasons are bad, they are invested in the draft picks and coaching staff and the entire team and want to get back to winning. They show emotion.
It’s not apathy when things are bad and show up when they are good, which is where the Pels are at. Need sustained winning and buy in from the team and star players for the fans to get to that level.
