I'd think that the Suns have to sweeten the offer slightly to get it.
Jared Dudley for a Cavs asset, perhaps? That would fill their hole at the 3 while allowing them to move down.

FWIW the Cavs won't settle on a trade for just picks, they don't care about picks this draft, they want an impact player that can help take them to the playoffs now As well as a pick down the road to add to their stable.
