No, no you can't make that argument. Phil is from NOLA but the rest of the members of Pantera are from Austin, where the band was formed before Phil joined.

The biggest, most influential name in rock history from Louisiana is almost certainly Jerry Lee Lewis. I doubt it's even close. He played with bands, but I guess you could argue that he was a solo act.
If he doesn't count, it gets tougher. I scrolled down a bit and saw more of folks posting their personal favorites, which is cool, but some of those bands like Acid Bath aren't that well known even if they were/are good.
Here is a current band that probably should be considered b/c they're playing rock as much or more than anything else: Trombone Shorty & Orleans Avenue.

Got to see them live a couple of years ago. Was a fun evening of cool, pop grooves and catchy lyrics.
