If Hank, Sr. is "ineligible" for some technical reason, then, I would say George Jones is #1.

When you hear Alan Jackson's voice on the radio he sounds IMHO what a country singer should sound like.

Marty Robbins is up there too and I would have him in a tie with George Strait

bullshite...Hank Sr. was the pulse of country music and he will be remembered as the greatest country singer of all time, bar none. Second one, IMO would be Merle Haggard.
