Impossible unless you break it down by genre and style. There is no such thing as an overall across genre and style GOAT musician in any aspect or form to say otherwise is to not understand music

And what are the criteria for determining greatness even within a single genre? Technical virtuosity? Speed? Feel? Versatility?

Solid list. Mine would have to include Jeff Beck and Sonny Landreth. Possibly Tommy Emmanuel as well.

ETA: Agree with rabbit that Trower needs to be mentioned too.

If they can't craft a song, I don't really care about them. That's why I always feel that Buckingham is underrated.
