I haven't decided my choice yet - it's a tough decision.

I am leaning toward Ryan Adams.

Elton is most definitely in the conversation. Although he isn't seen as a songwriter in the traditional since as lyrical greats like Bob Dylan, Paul Simon, Paul/John, and even Townes Van Zant, I think everyone considers his melodies to be the driving force in his music as opposed to Taupin's lyics alone.

Jim Croce for sure. When I think of a singer songwriter I always think of him. Hard to not enjoy his songs.
