I would rank The Who just behind The Beatles. The songs by them that I love I prefer over most Beatles music, but the Beatles simply have so much good content. Better body of work.

They were contemporaries of the Stones and they existed simultaneously.
They both paved the way for others bands, but neither paved the way for each other.

Beatles at the top - I presumed this would be a consensus choice
Led Zeppelin next - they never released a bad album
The next two are tough
Some early Floyd is unlistenable
The last good Stones album was Some Girls.
Put them in any order
I do think these are the top four by the way.
