Disagree.
I think biggie gets some flack because of his association with diddy and all of the baggage that cat created after biggie's death. When I first moved to NYC, biggie's songs were everywhere. He defined a finite time and place in NYC. Pac never had that effect IMO (notwithstanding that I never lived in L.A.). My vote goes to biggie.

They were both two of the most important figures in popular music history however I think pacs legacy may have stood the test of time better (key word there is may)

I never put Biggie on Pac's level until they started trying to kill one another. Just not a big Biggie fan.
