It never outright says the child is black, so claiming it is racist is sort of making an association between the ghetto and black children.

Sort of hints that maybe the mama shouldn't be having more children.

Hints that there is some action "we" should be taking, but doesn't really clarify.

I've always taken it as sort of a sad reflection song.

No mention of any particular race in the song but the fact that he bought gun alludes that the angry young man is white.

As a 60's period piece generalization of what transpired in "the ghetto", one could view the song as an accurate depiction. While the song never references race, I don't think it illogical to assert that most listeners initial thoughts are to think of the tragic victim/subject of the song as being black.

I understand that ghetto originated as a term for Jewish neighborhoods, if that's what you mean.

Also, practically all song lyrics have meaning beyond the literal interpretation. You're being obtuse by saying that race isn't even mentioned in the song.

People of all races live in ghettos. Elvis himself grew up in one.

If one was going to rate it politically, its on the liberal side, telling society to wake up to how we treat our poor and what they face when they are born into this world.
