Stephen Merritt? No.
i’m pretty sure he’s on the list only because he’s gay, but he is a brilliant songwriter - i would definitely put him in the top 30
ETA: gives me an opportunity to repost this YooToobs classic:

There are literally hundreds of better living American songwriters than Bad Bunny.
I understand the mindset of waiting to avoid a "rockism" bias. I agree that not everything has to be white male singer/songwriter genre, and to make it so, probably necessarily excludes a lot of people.
However, I won't consider ANYONE to be on such a list if they aren't writing actual music. If they are just setting lyrics to pre-programmed beats, that does not count.

Neil Young born in Canada but is an American citizen now.
It's dual citizenship, though, and he's moved back to Canada. And had this to say a few months ago:
“Although I have lived in the United States for most of my life, and recently became a citizen of the U.S.A., I am a Canadian and always will be" - Neil Young
He's easily a top 10 song writer, and if he were saying that he considers himself to be American then I'd put him on the list. But with this comment it's hard to justify classifying him as an American.
ETA: Really fun video by Beato. The fact that the NYT thought releasing their video was a good idea shows just how out of touch that culture is.

Add Henley and Fogerty to the second part of that list

Actually H-D-H do not belong on the list because it is a list of living American songwriters and Dozier died a couple of years ago.

Like "Rock and Roll Hall of Fame" bad.
But not quite "Rolling Stone Top Guitarists" bad
That was perhaps the worst ranking list in the history of ranking lists.
