But when executives suggested bringing Bond into the Amazon universe, with something like a TV show, a spinoff for the Moneypenny character or even a female 007 series, Broccoli’s response was often said to be the same: “Did you read the contract?”
Amazon execs are perhaps reluctant to cast an unknown actor as the next Bond, running against Broccoli’s preference for what the Journal described as a mixture of “gut instinct with a healthy amount of risk” in decisions for the franchise, like casting a much less famous Craig in 2006's “Casino Royale.”
For her part, Broccoli has reportedly told friends that she’d be OK with casting a nonwhite or gay actor as Bond, but believes he should always be played by a British man.
And while Amazon Prime Video seeks to make hay with the franchise, execs have made unforced errors when dealing with Broccoli.
During one meeting, she was apparently offended when an executive referred to Bond as “content.”

This had to happen for another Bond movie to be made. Barbara Broccoli didn't trust Amazon from the moment they bought MGM. I don't think they were ever going to be able to work together.

Amazon is certainly fully capable of doing just that
As far as I'm concerned the Broccolis made the last one pretty dumb. In short, they killed the traditional 007 and are leaving the door open on his replacement in an effort to push DEI.
This was completely unnecessary because 007 is Sean Connery or someone like him. You can't seperate the two. Making 007 into a DEI role is like making Fred Flintstone into a DEI role. It corrups the main idea.
Instead, if they wanted to put a positive role model(s) for diverse characters in, you had a lot of good opportunities without killing 007. For example, Jeffrey Wright was probably the best Felix Leiter ever in Casino Royale. Why not make him a major player instead of a bit piece? If they wanted a strong woman rather than a feminine sex icon, why not make a new agent 009 played by someone like the Tomb Raider girl? Or when Judy Dench retires, give her job to Christina Hendricks who grew into a really strong role as Joan Harris?
There were a million ways to do this without flipping the bird to the original idea, but you knew they couldn't resist.

Because disagree with her vision all you want, Barbara Broccoli actually loves the IP. Amazon sees it as just another piece of content.

I’ve been a huge critic of Broccoli but I’d much rather they have control instead of a bunch of corporate suits at Amazon. They’re about absolutely destroy the franchise.

We would have had Hiddleston as Bond by now, but Barbara Broccoli nixed it because she said Hiddleston was "too smug", "not strong enough", and she didn't like that he dated Taylor Swift.
