Who are the most evil Star Wars villains (canon only) that weren't Sith/dark side users?

Grand Moff Tarkin and General Grievous are obvious choices.

I really feel like Grand Admiral Thrawn has earned a place up high on the list, though. The guy is meticulous and acts very dignified, but he is truly bad.

What? No Jabba? The big slug kept sex slaves (okay, "sex" is an assumption) and fed people to giant critters for casual entertainment.

Gotta be Tarkin or Grevious for cannon characters. They had no problems with slaughtering billions including people in their own ranks

Is Thrawn truly evil, though?

He's absolutely an ideologue, but I don't know that I'd call him straight-up "evil."

Disclaimer: I haven't seen his story arc in Rebels.

Anakin Skywalker/Vader committed multiple genocides and killed a temple full of children. His evil wasn’t political or strategic it was pure hate and selfishness. If it’s not Palpatine it’s him.

If we are talking Sith/dark side users, absolutely. But this is non-Sith/dark side users.

I am watching Rebels now, so I have not seen his full arc yet. That said, he definitely seems very evil. He's not evil in a ruthless, "slaughter everyone who makes me mad" way like a Darth Vader. He is much calmer and very calculated. It is sort of Tarkin like, but even less emotion.

Yea my bad, I guess I thought of Anakin as being on both sides at different times in his life and I saw Grievous who’s trained in the dark arts and it threw me off. I just wasn’t clear on the qualifier I misinterpreted what was posted.

Thrawn joined the Empire to save his people. Being the master strategist that he is, he knew that as a Grand Admiral, he could help direct the Empires focus away from those territories. Is that evil? I don't think so. I don't think that he derived pleasure from those choices. Pre Vizsla would be more evil because he betrayed his own people by forming Deathwatch and building a terror organization to subvert the rule of Duchess Satine in Mandalore.

The Kaminoans seem to be evil. Clone experiments by nature are prime for abuse. They implanted Order 66, which they knew would shift the balance to the Sith and nearly wipe out the Jedi.

The guy selling death sticks in Attack of the Clones.

I don't care how many billions Tarkin killed by blowing up Alderaan, that body count is a drop in the bucket compared to the harm caused by death sticks across the Galaxy. Anyone who pedals that stuff is a monster.

I need to carve out time to get through his seasons, because he's one of my favorite all-time characters. I don't know why they would make him canon and then take a hard turn away from what made him so awesome in the first place, so your basic description seems pretty on-brand.
