Was scrolling through and wating to vote for Scream, but nobody did so I will.

It's all really subjective, but Scream would be my #1 answer to OP's question. That movie was a huge deal at the time and was quintessential '90s.

…Also just triple checking to make sure that the guy who voted for Dazed and Confused knows that that movie doesn't exactly "best encapsulates what the 90s were all about? fashion, music, design, technology, news, mood, atmosphere, etc?"
