Of the fighters who were alive and active in Westeros during the time span of the novels, you probably have a handful who would be consider the premier talent:
Strength
Gregor Clegane
Sandor Clegane
Speed
Oberyn Martell
Syrio Forel
Balance
Jaime Lannister
Loras Tyrell
If you want to add the guys who were still alive, but probably past their prime:
Barristan Selmy
Brynden Tully
Robert Baratheon (arguably)
If you want to look beyond Westeros, you would perhaps include:
Tormund
Khal Drogo
If you want to include Westerosi fighters who died before events of the novels, you would have hundreds more to consider ... certainly including Arthur Dayne.

Of the characters we actually saw fight in their prime in the show and didn't just hear about how good of a fighter he/she was, probably one of these three.
If you told me Oberyn would actually finish the job and not let up like he did against the Mountain, I'd take him over anyone

The Mountain wasn't the best fighter. The Hound went toe to toe with him. Oberyn Martel all but defeated him.
Of those living at the time of the start of the series, Jaime Lannister was the top fighter up until the point he lost his sword hand.
Of those referenced in the show, Arthur Dayne would be the GOAT

SPOILERS FOR ANYONE READING THE BOOKS OR WHO HAS ANY INTEREST IN DOING SO
It is interesting, what counts for canon. I guess both books and the show are considered their own separate canons, correct? I ask because Brienne didn't fight the Hound in the books so who knows. In the books, Sandor attacks a few Lannister men in a tavern (like we saw in the show) but was so drunk that he put himself at a disadvantage. He still won, but took some bad wounds along the way. Arya abandons him in a bad state then.
To that point, Jamie isn't the top guy but he'd be up there. Brienne acknowledges in the books that Jamie took her to her absolute limit while his hands were bound and after his body and abilities had atrophied while being a POW for months. If it was prime Jamie, Brienne concedes he would've torn her a part.
