Or someone with computer access is covering it up.
Incidentally, the police weren't in on the suicide in the cell, so it's not like this is some vast police-wide conspiracy. If the police are going to drive Rust off the case it's going to be for a more mundane reason...namely, politics.

to put it another way, it took 5 episodes to solve the original murder, and we're looking at about 2 to solve the new one

You aren't taking into account that Rust has most likely been investigating the Cult for the better part of 8 years.
