No way that is a kwinkidink. Those forms are custom drawings. Now it could be that the painting is a civil project or good will project but they were connected somehow.

Lots of connections with imagery in this series. I think through a preponderance of evidence we see the connection between Marty's family and the killer.

I wonder if folks are making too big of a leap between the guy with the scarred chin and the green-eared guy with lines all over his face? It would not surprise me if a Mardi Gras mask ends up being used by the latter. While I don't believe it is Marty, I think the possibility of a mask could bring everyone into play.

We know enough now to conclude that there is more than 1 person involved with the killings. Marty looks more and more to be one of those. Spaghetti/Lawnmower Man appear to be another.
Did ya'll notice how it was just Rust that walked onto the school grounds to question Spaghetti/Lawnmower Man? Interesting to see Marty stay behind and quickly pull Rust away from his investigation.

Marty's daughter was a victim of sexual abuse. We can see that in the trailer for the next episode, and we can see the signs of that in her sex drawings as a child and as Captain of the Varsity Slut Club as a teen.
Marty's indifference to the sex drawings are our fist clue in his involvement. He is more interested in the ball game than discussing where his daughter got those ideas (cause he already knew).
Later, he slut shames the same daughter after she gets caught in the threesome. Same way that Dora Lange was slut shamed in front of the tree.

If Marty is a serial killer, with a long history of making children disappear, and he knows Rust is obsessed and capable of solving the case. Why wouldn't he just make Rust disappear and go back to serial killing in peace?

It would bring too much attention to himself. It is much better to keep Rust close in order to steer the investigation where Marty wants it to go.
When they go after Ledoux, Marty is quick to abandon his partner and goes straight to where the children are being kept. Then goes straight back to Ledoux and silences him before Rust can question him.
Then Marty gets caught having the affair. Also, Rust quits at the same time. No more Rust; no more investigation. Whew, that was close. So, Marty turns his life around during the same exact period in time when the killings stop. He stops drinking; he stops sexing; and he even finds religion (guess which church).
Then, after several years, Marty starts drinking and sexing again. And the killings start happening again.
