No. No he has not. They threw this nonsense into a comic for the first time just last year so they could fool morons into saying things like "he has been gay in the comics for a while." Tim Drake is NOT gay.
ETA: This is a character who has an extremely long history of dating women. One stupid writer who decides he needs to go on a date with a dude does not make him gay. It just makes the writer a moron.
