Scarlett Johansson = Poison Ivy
Sebastian Stan = Victor Zsasz
Charles Dance = Secret Society Leader (Court of Owls)
Some of this was mentioned a while ago, but the mods of the subreddit r/DCULeaks have seen evidence that this may be the actual storyline.

According to him, Scarlett Johansson is the main villain - a serial killer obsessed with plants. She uses toxins (a realistic version of Poison Ivy). Stan plays Victor Zsasz. She's after the character of Charles Dance, who leads a secret organization made up of the city's most powerful figures (Court of Owls)

Poison Ivy targeting Gotham's elites, eh? I feel like I've seen this movie before. It came out in 2022 and featured the Riddler targeting Gotham's elites.

On the Big Picture podcast they said Scarlett was playing Gilda Dent, Harvey Dent's wife. Don't Google her unless you want possible spoilers for what she's up to in Batman 2.

Rumor from Jeff Sneider, who broke all this is, is Henry might be playing Harvey. I'm not buying it though. Maybe you're right and Harve isn't even in it.
