Finally got caught up and giving Noura the idol might be the one of the biggest head scratching moves ever in survivor. So you tell Dean to vote Noura and then you make a play to protect her to look good? I guess that was his angle?
personally, I think Kellee's move was pretty good for her and it's a strategy not yet seen. Let's see how it shakes out.

The girls used Social justice to play people on the game. Just like in the real world social justice is often just about seizing power.

That happens all the time. Kelle had let Dan know she was uncomfortable with him touching her so he stopped. Obviously, he stopped for 2 weeks? and then they are walking down the beach together. She says something about her hair being dirty and he lightly touches it to see if there is any sand in it and she runs off like he grabbed her boob. Think she simply baited him, he thought it was over and done but she baited him into "touching her" so she could over react. Her thinking- "Ok, I warned him, now play it cool for a while, then lightly bait him, and I'm a victim".

Except they showed several incidents of Dan touching a few of the girls where you could understand how they felt it was inappropriate. So the touching did happen. And I think at times Kellee's feeling of her personal space being violated were genuine, while I also feel Dan had no ill intentions with anything. Kellee using the situation as a game play was fricked up and cheapens her alleged victimhood, as well as the victimhood of actual victims in similar situations.
