I'm tentatively calling it the Earnest T. Bass Award:

Earnest T. Bass - The Andy Griffith Show - (5 episodes)

But, there are tons of examples - I'll start out:

COL Flagg - M*A*S*H - (7 episodes unless you buy the CPT Halloran was Flagg under cover and then it was 8)

This award is correctly labeled.

Lilith was only in about one episode per season of Frasier. I think it was only about 10-11 total.

Would Jean-Ralphio and Mona Lisa count on Parks & Rec? Or were they basically minor characters?

Sortve he same thing: I hated George Costanza when I first started watching Seinfeld but by the time the show went off the air he was my favorite character.

While I can agree that Aunt Esther was usually a drive-by storm of chaos, she was in 4 dozen episodes. I think that is seeing her too frequently for the purposes of the award.

Lilith (Frasier) was mentioned and I like the nominee - although I note her impact did wane as the series wore on. For Frasier, I almost like Bibi better for the category, also about 11 appearances.

Another candidate would be Uncle Arthur on Bewitched - 10 episodes.

Mr. Rosso: You’ve got to be careful these days.
Lindsay: Yeah, I know. I know.
Mr. Rosso: Do you? I thought I knew to. Until one night I was checking out this discotheque, the one in the bowling alley on 15 Mile. I met this girl, she seemed really nice. We danced a bit, I kissed her. One thing lead to another. And now I get sores on my lip once a month. I have herpes. It doesn’t hurt that much but believe me, you don’t want it.
Lindsay: Can I please go now?
Mr. Rosso: I just blew your mind, didn’t I?

Good one.

And for animated series, what about Cotton Hill (King of the Hill) and Slater (Archer)?

(ETA: On second thought - Slater was effectively a regular in Season 6 - Barry probably better for Archer.)

I think this is a good one, but the territory gets into amount of episodes. Looking it up, Dean Winters did 15 of 138 episodes as Beeper King. Chris Parnell did 24 episodes as Dr. Spaceman.

30 Rock has some good ones... Rip Torn (7), Hamm (7), Buscemi (6).

Btw, Jack was killing this shite... Elizabeth Banks (15), Salma Hayek (7), Julianne Moore (6), Mary Steenburgen (5).

You forgot 2 episodes of Isabella Rossellini. I know they were divorced at the time, but I’m sure Jack hit it at her prime.

I was shocked to learn a few years ago that Dennis Duffy was only in 15 episodes of 30 Rock. I would rank him among the top 5 most memorable characters and he was only in 15 episodes out of like 140.
