I'm pretty sure when we were to nominate people, it had to be people that were actual actresses and had real screen time, but Shahi wasn't the only one like that so doesn't really matter.
And Person of Interest is ending after 5 seasons. Shahi didn't become a regular until season 3, and she's still down the line when it comes to main characters. She's been in zero movies of note, and apart from the supporting role in L Word 10 years ago where she appeared in only one third of the episodes, Person of Interest is her only show of relevance, and like I said, she's barely a regular.

She did have her own series as a lead on USA called Fairly Legal for two years 2011-12. That alone means millions of people know who she is. It came on before Royal Pains each week I think.

I think having your own show would qualify as being an actress.
