This. She was slumming it and needed him gone before they got ashore. Rather than save him and then let him down easy, she allowed him to drown and denied him easily attainable assistance. She could/should have been charged with depraved indifference (depraved heart murder).

Theft would have been covered by the jurisdiction in which the ship is registered to, so England.
Take a cruise and see how stealing shite works out for you in international waters....
