Older kids movie help....

I'm looking for a movie I watched when I was a kid, probably late 70's or early 80's. It was about a brother/sister pair that moved into/lived in a department store. I only watched it once and it was 40 years ago, so my memory is vague. I believe the characters might have been British.

It was a dramatic comedy, if I remember correctly. Along the lines of Mary Poppins I believe. I thought the Michael Banks actor played in it, but evidently not.

Are you sure you're not thinking of the Hideaways where two kids run away from home and hide in the Metropolitan Museum in New York.
