I don't think he is. The dude clearly fell on top of him. They were tearing into that dude, and not Glenn. Plus he isn't on Talking Dead like just about every other major character that has died on the show.
He will come back at some point in the year just in time to save the day (only to be killed at that point).

I wonder if leaving it open-ended was intentional, because what I saw was a seemingly unambiguous, dramatic, sad-music glenn-finally-died scene.

Shitty episode.
-Glenn's death was ridiculous.
-Conveniently failing engine at the end to add drama.
-~1 minute spent showing Daryl driving around, doing nothing.
-Glenn's stupid "burn a building" plan to lure the walkers away. Him and Nicholas were running around the town pretty freely. And how was Nicholas giving directions helpful? Glenn should have an idea of where he is relative to Alexandria. Just get away from the zombies and make your way back when things have calmed down.
-Zombies in the pet store closet didn't make noise until it could add drama to the moment.
-The fence climbing scene was the fricking worst. It felt like it lasted ~3 minutes and could have been knocked out in 30 seconds.
-Glenn's death was ridiculous.
