I wouldn't call any of those but the second transformers "notoriously bad." And even that one is close.

Notoriously bad is something more along the lines of Battlefield Earth.

Undercover Brother

Is a legitimately good movie. It is a modern take on Roman comedy...It also made money and was well reviewed so I don't think it counts as Notoriously Bad.
