The Shadow, The Phantom, and The Rocketeer should have all been a movie universe that led to an Avengers-esque crossover.

IIRC, an early montage in one of the Wolverine movies shows him fighting in a few different wars.

Halloween 3.... I wanted to see what happened after the commercial played with the kids in the masks and the fallout.

And no, all the Halloweens after Season of the Witch don't count.

The Shadow was okay and The Rocketeer was awesome, but if memory serves The Phantom was barely watchable.

That being said, you could call it the "The" Universe, considering each movie starts with "The"
