I'm sure Shuri could fix him, although he's been "dead" for 5 years now, whatever dead means for whatever he was.
In the comics, Vision's powers don't come from the mind stone. They come from a solar jewel in his forehead that also serves as his "battery". It's not unreasonable to think that Shuri could create something like that using Vibranium to harness energy and thus reconstitute JARVIS/Vision.

No. He brought them back in time to preserve the timeline. Thanos still destroys them in the future.

Yeah he brought them back to preserve the timeline, and in that timeline we had 22 movies and they are destroyed by Thanos.

Doctor Doom is THE best villain in the Marvel arsenal. They need to get the FF and Dr. Doom right to be as close to as successful as they have been to this point.

And where have those cosmic level threats been? Thanos certainly had a cosmic reputation and I’m sure his plan was known by many powerful beings in the universe. Why didn’t they step in to acquire the stones themselves or squash Thanos as he obtained power?

Thanos doesn't even get the first stone until he lays waste to Xandar. Then, over the course of a week, he gets the other 5.
