So.......is he making "decent" movies at all? I don't think I've watched anything he's done past Jersey Girl. Saw bits of Clerks 2 but turned that off quickly.

Nothing worth looking at, IMHO.
I didn't care for Jersey Girl. I liked Clerks 2, but one would have to be a hardcore Viewaskewniverse junkie to enjoy it (or Jay and Bob Strike Back, for that matter).
For the record, Silent Bob has made 3 great movies - Clerks, Chasing Amy and Dogma. Mallrats and J&SBSB are fun, but not truly great films. The rest are "meh" or worse (and I'm a huge fan.)

I was a huge fan back in the day, saw Dogma and J&SBSB in the theaters, and to this day I can watch the first Evening with Kevin Smith over and over. He's a great story teller. Just something about him just got old with me and I haven't bothered since.

I watched the shite out of Mallrats when I first discovered it, but it got boring really quick. Jason Lee is really the only redeeming thing about that movie.

Better than most (as you seem to hint at).
But I’ll forever thank him for giving us Clerks. Love that movie so much.

His early films don't hold up that well (for me anyway). Clerks and Mallrats are still entertaining and interesting as early works of someone new to the business.
Chasing Amy and Dogma he's trying a little too hard for my taste.
Out of his later stuff, Red State and Jersey Girl were better than advertised. Tusk was truly crazy and terrifying (I won't watch it again.)
As an actor, he's a blast to watch. I thought that he did great in Catch and Release. I wish he was cast in more films.
In person, he's entertaining as hell. If you have a chance to see him perform live, go.
