Can’t remember if we’ve ever debated this before, but here are some of my choices
Jeremy Irons as Scar
Robin Williams as the Genie
Mark Hamill as the Joker
Kevin Conroy as Batman
James Woods as Hades
Minnie Driver as Lady Eboshi
Grey Delisle as Princess Azula
Tony Jay as Judge Claude Frollo
Alan Tudyk as King Candy
And then there’s Mel Blanc who is next level.
Any other suggestions?

Anthony Daniels as C3PO and Frank Oz as Yoda.

Hamill and Williams are the big standouts for me.
To your list, I'd add Tim Allen as Buzz Lightyear and Trey Parker as Eric Cartman.

Every time someone brings up Mel Blanc, I have to post this story about Wabbit/Duck season.

James Woods was awesome in Hercules. I’m glad he’s on the list.

I liked Bob Newhart as Bernard and Eva Gabor as Miss Bianca in the Rescuers.

Walter Tetley was next level...mostly because of his work in radio. But he was also the voice of Sherman on the old Mr Peabody cartoons.
He's mostly forgotten now. But he was one of the most in demand radio actors of the 1940s and 1950s.

Not to raise a semantic point, but you almost need two different categories:
Greatest voice actor performance &
Greatest celebrity voice over.
There's a massive difference between the two.
Mel Blanc is in a class of his own, for sure.
Most everyone you named would go in the Celebrity VO category. (Except Hamill. He's earned his way into the Working Voice Actor circle)
Out of the rest you nominated, Grey Delisle and Kevin Conroy are the only two that I would classify as true voice actors.
The others are great performances, but Grey clocks more studio time than practically everyone else on the list combined. Her body of work is prolific on a level that only 20 other English VO acts can rival.

Smarmy VO "Akctchually" aside, all of those are great, but James Earl Jones as Darth Vader immediately came to mind.
My favorite regular Joe VO guys are Rob Paulsen and Bob Bergen. Thanks to Facebook's memories reminder, I saw this morning that I got to work with Bob 7 years ago today in the studio for a 3 day workshop he did here in Atlanta. He helped me develop 2 different character voices that I still book work with on a regular basis.

Mel Blanc is the greatest voice actor ever. There is a reason he is called the man of 1000 voices...
A lot of voice actors can do multiple voices in one scene but he was one of the few who can have 2 characters imitate each other in the same scene but still sound like unique voices.

Does Darth Vader w/ James Earl Jones count?

Claude Raines as the Invisible Man. That voice is iconic.

quote:Heard him on an NPR interview years ago - he said he frequently recorded dialogue scenes for Futurama in continuous takes, speaking as Fry/Farnsworth/Zoidberg as needed - even carrying on conversations between the characters in real time

Mercedes McCambridge as The Devil in The Exorcist
film school rejects
quote:
The sounds that seep out of that 12-year old’s throat are not of this world; they are pained, guttural, and raw like an open wound. It’s a voice that is full of ancient rage and disarmingly dry wit. Ultimately, it isn’t really fair to say that McCambridge’s contribution to The Exorcist was merely vocal. Her performance made Pazuzu an entity — something evil and angry that clawed its way out of hell straight into a little girl’s body.
The retrospective documentary The Fear of God: 25 Years of The Exorcist details how McCambridge put herself through hell to achieve her performance. She broke her sobriety, gargled raw eggs, and chain-smoked to make her bronchial voice wheeze, gurgle, and wail. She was restrained during some sessions because, according to McCambridge, that kind of performance is only possible “when you have no freedom.”

One guy whose voice acting I like is Keith David.
Spawn in the 90s cartoon show
Goliath in the Gargoyles show(my personal favorite roll of his)
The villain guy in Princess and the Frog.
