The note he was writing just before being taken, he burned. But he wrote and sent one earlier that day.

Who is he sending ravens to? All the great houses are gone: Tyrells/Highgarden, Dorne, Lannister (obviously not), Starks already know.

The Vale? Riverrun? The free folk? Doesn't seem like anyone outside Westeros would really care enough...

Is there a maester at Dragonstone to even send ravens?

Also, did everyone catch that he was trying to have Dany poisoned? I missed that in the first scene, but watching again I see it.

He did the 2019 equivalent of closing all your porn browsers open if your parents barged into your room

I assumed he was sending it across the narrow sea to someone keeping up with the action.

The Citadel in Oldtowne, letting the Maesters know.

That way, Danaerys can't conceal that she isn't the rightful heir. Between that, and now her brutal turn at King's Landing, she'll never be accepted as Queen.

He likely did this as a safety, saying if he were incorrect he will send another letter providing proof otherwise.

He did what Stannis did. Send ravens to every lord from Dorne to the Wall telling them that Jon Snow is the true heir.

Unless the person has a dragon and an army of ruthless killers it doesnt matter. Dany won. And if people want to try to backstab her now deserve what Varys got.

He was basically sending out a blast e-mail.

Because that’s what masters of secrets do. Not keep secrets and such. He and Tyrion were turned into such idiots this season.

Sam's gotta pay late fees on his books, remember?

And multiple sources never hurt. Varys could be confirming Sam.

The other lords of Westeros make sense in theory, but- do you risk your life to write the Starks, when they already know? Do you tell Gendry, when he owes his seat to her? Does Dorne care about line of succession, or are they honoring their agreement to remove the Lannisters from King's Landing? There's not really a lot of people you would bother to tell.

My guess is the Citadel and possibly someone in Essos.
Doesn't even matter though unless you have the means to kill her away from the battlefield.
