Billy Bob didn't set that up, or if he did they have a lot of splaining to do. The amount of intel needed to determine that Barney Fife, the only one who would arrest him, would show up is off the scales. That was just coincidence.

I think he did....who else would have called the police station reporting the killing of the dog? He looked as though he was standing outside waiting for them. Need to go back and watch again.

Billy Bob was standing outside watching for the "plumber." There's no way he'd know Grimley would be the one to show up.
