To Hiddleston's credit he didn't overplay Loki. A lot of actors would've swung for the fences and played the character as broad as possible.

I dont think scare factor is really a huge criteria. He is sociopathic genius. He could outsmart smart you, crazy enough to keep you up at night, and from a non superhuman standpoint he could probably whoop your arse in a fight if he wanted too.

Pretty easy to me to see how the joker is more popular than both of those. Other than super human power, Magneto has nothing to make him a better villain. Joker checks off a lot more of the boxes. Assuming theres a bad guy traits checklist lol

TDK is the GOAT superhero movie by a wide margin and Ledger’s Joker is the greatest movie villain ever.

Turns out I really really like Batman villians. I had to restrain myself or I might have put Ra's al Ghul.
I'd say Magneto and Loki are overrated. I love X-Men but Magneto isn't what makes it great to me and I dont care for the Avengers and Loki was one of the worst parts of it.
If we counted TV, then Kilgrave would definitely make the list. He was the only way I suffered through Jessica Jones, he was fantastic.
Also, I haven't seen some many of the movies with some of the bad guys mentioned.
